GENERAL:
The 911 Coordinator, under the administrative direction of the Director of Public Safety, will be responsible for the overall management and operations of the Susquehanna County 911 Center and all facets of Susquehanna County Emergency Communications for which the Director of Public Safety is responsible.

Minimum Requirements:
- Education/Training: Associate degree in business management or equivalent experience in a related field.
- Work Experience: Extensive, successful background in management and leadership. Experience in recruitment and training. Excellent people skills necessary.

Duties and Responsibilities:
- Monitor status of Susquehanna County Emergency Communications Infrastructure to include the scheduling of routine maintenance, emergency repairs, planning future developments and upgrade of equipment (hardware and software).
- In conjunction and oversight of the Public Safety Director, oversee services provided by outside vendors, contractors and consultants to ensure timely and effective service provision.
- In conjunction with and oversight of the Public Safety Director, prepare, execute and monitor the fiscal resources of the Susquehanna County 911 Center. The annual budget, grants applications, and contracts will be presented to the Susquehanna Emergency Service Advisory Committee for review and County Commissioners for approval through the Director of Public Safety. A monthly accounting of the annual budget and all grants will be presented to the County Commissioners and Susquehanna Emergency Services Advisory Committee through the Director of Public Safety.
- Recommend department policy to the Director of Public Safety for review/approval of County Commissioners and will be responsible for direct supervision of all 911 employees.
- Responsible of preparing work schedules for 911 dispatchers and keep monthly records of individual sick time, vacation time, personal days, used and available.
- Recommend hiring of potential 911 operator applicants to the Director of Public Safety for review/approval of County Commissioners.
- Responsible for investigation of all complaints and grievances received by the 911 Center; passing finds and action(s) considered to Director of Public Safety for review/concurrence of County Commissioners.
- Responsible for development and maintenance of Susquehanna County 911 Wire and Wireless plan.
- Responsible for ensuring all radio licenses are current and within compliance.
- Work with Susquehanna County approved consultants, as needed, or on own in procuring grant money.
- Prepare all required reports in writing for Susquehanna County 911 Center and related projects.
- Prepare all County, State and Federal reports as directed, required or needed.
- Perform related work as required or assigned.
- Attend seminars and training as instructed or required.
- Responsible for maintaining Maintenance Contracts on all Susquehanna County 911 Center equipment (both hardware and software).
- Maintain 911 Center Standard Operating Procedures developed and reviewed by Susquehanna Emergency Service Advisory Committee and approved by the County Commissioners through channels.
- Participates as a member of EMS Northeast Pennsylvania.
- Participates as a member of the Northeast Pa Emergency Response Group.
- Participates as a member of the Local Emergency Planning Committee.
- Conduct Public Presentations on 911 as required or directed.
- Participate in the County Emergency Preparedness Task Force.
- System Administrator of the CLEAN System.
- Participating member of the Susquehanna County Communication Committee.
- Provide a monthly written status and project report to the Director of Public Safety for review/approval of County Commissioners and to Susquehanna Emergency Service Advisory Committee.
- Serve in an “on call” capacity and be available 24 hours/day, 365 days/year. Respond to Susquehanna County 911 Center and/or Emergency Operation Center during any emergency situation or activation as needed or directed.
- Ensure that all required certifications are in force and current.
- Ensure the overall efficient running of the Susquehanna County 911 Center.
- Assume duties of EMA Coordinator in the absence of the Director of Public Safety, or as needed or directed.
Required Certifications:
Within 6 months of hire:
- 40-hour APCO Telecommunicator
- Pa 911 Supervisor Certification
- HazMat Awareness
- Incident Command
- Terrorism Awareness and Operations
- Personnel Management Course
Physical Requirements:

Special Requirements:
- Must pass the County’s pre-employment testing requirements:
- Background check results - need to indicate no record of criminal convictions.
- Drug screen results - need to indicate a negative result.
- Must be willing to travel as needed. May be required to travel between County owned properties.
- Must comply with all Susquehanna County’s Employment Policies and perform work within safety guidelines.
