GENERAL:     
This position is known as an “at will” appointment.  This position is filled by the County Treasurer and is his/her choice as long as the position of Tax Claim Director is an appointment by commissioners.  Section 1620 rights asserted.

This position requires the Administrative Assistant/Grant Coordinator to assist the Treasurer/Director, First Deputy and office staff fulfill duties in both offices and the general public in both a polite and professional manner.

Minimum Requirements:
  • Education equivalent to the completion of twelfth grade and must be able to read/write and understand the English language.
  • Associate degree in a business or business-related field is preferred, but not required
  • Must have accurate computer and typing skills, plus experience with Microsoft Word, Excel, Windows, Access, and Quicken.

  • Accounting:  Accounts receivable, payable, and basic knowledge of banking.
Required Knowledge and Skills:
  • The ability to work under stress, and complete required tasks with multiple interruptions.
  • Must possess good communication skills with peers and public, in person and over phone.
  • The ability to learn county department and legal rules, procedures and practices as necessary within department.
  • The ability to maintain confidentiality in regard to client and County information and records.
  • The ability to be organized, learn quickly, and retain the information learned.
Duties and Responsibilities:
  • Assists the 1st deputy Treasurer/Tax Claim Director with opening office to public.
  • Learn and understand Time Clock Plus.
  • Ensure comprehensive accounting records are maintained in an organized manner.
  • Learn and understand both Tax Claim software and Treasury software.
  • Assist the Treasurer/Director and First Deputy with verification of work
  • Assist in answering questions from public via in person or by phone.
  • Monitor bank accounts for any suspicious activity and notify Treasurer if any discrepancies are found.
  • Know and understand the Real Estate Tax Sale Law
  • Assist in the preparation of tax sale files.
  • Know all licensing requirements:
    • Dog Licenses
    • Hunting Licenses
    • Fishing Licenses
    • Small Games of Chance Licenses
    • Bingo Licenses
    • Special Firearm Permit
  • Assist First Deputy and Treasurer/Director in preparing and processing required department documents, forms, monthly reports and distribution when needed.
  • Identify grant opportunities and facilitate the grant writing process.
  • Assist numerous departments in grant application and reporting process.
  • Plays a large role in the audit and compliance processes of various departments – all subject to confidentiality based on federal and state funding.
  • Assists in the reporting of grant spending quarterly and annually, working with department heads to ensure prompt, organized, and correct reports.
  • Meets or exceeds standards for all grant programs in document management and retention.
  • Assist First Deputy and Treasurer/Director in processing monthly tax collector returns when necessary.
  • Balance licensing accounts monthly and provide reports to Treasurer for verification.
  • Assist Tax Claim Director in processing and balancing annual land returns from tax collectors.
  • Check signing ability in Treasurer’s absence.
  • Assist Treasurer with collection of Hotel Tax.
  • Assist Treasurer with issuance of Small Games of Chance and Bingo licenses.
  • Complete payroll transactions to ensure proper taxes and transfers are made in the Treasurer’s absence.
  • Perform all other related duties as assigned.

Physical Requirements:
  • Able to sit and stand for long periods of time.
  • Able to lift up to 50lbs and climb ladders if necessary.
  • Ability to work well under pressure.
  • Ability to multi-task.

Special Requirements:
  • The incumbent must have passed the Susquehanna County Background Check with no record of criminal convictions.
  • The incumbent must meet and comply with Susquehanna County Employment Policies.
  • The incumbent must be able to handle confidential data, the disclosure of which is protected by law.
