STARTING SALARY         $20.67/HOUR


GENERAL POSITION SUMMARY: 
The Susquehanna County GIS Tech, under the administrative and operational direction of the Susquehanna County IT Director and the Chief Clerk, will be responsible for the administrative and operational duties associated with the Susquehanna County GIS Office and data.  The Susquehanna County GIS Tech will be responsible for the organization, implementation, updating and continued availability of the Susquehanna County GIS System.


Minimum Requirements:
Education/Training
  • Master’s degree in GIS preferred, supplemented by college coursework in GIS, Data Processing, or a related field; or two to four years of directly related experience. A combination of education and work experience may be substituted if there is a demonstrated knowledge, ability, and skillset applicable to the duties and responsibilities required for the position.

Availability:
  • Minimum 40 hours per week.
Knowledge, Skill and Abilities:
  • Applicant must be accomplished with ESRI software including ArcMap 10.x, ArcGIS for Server, ArcGIS Online, and ArcGIS Pro.
  • Familiarity with GIS systems, Windows Operating Systems, Microsoft Office.
  • Comprehensive knowledge of approved and accepted GIS principles and practices.
  • Interpersonal and customer service skills.

Principal Duties and Responsibilities:
  • Responsible for providing GIS support to all participating Susquehanna County Government departments.
  • Maintains, updates, and develops Susquehanna County GIS geo-database.
  • Maintains and distributes files (including intelligent street centerline, address point, and municipal boundary ESRI shape files).
  • Coordinates with multiple internal and external agencies for support, repair, maintenance, and upgrading of all GIS related components and systems; works with manufacturer warranties and support systems.
  • Responsible for maintaining standards of data structure and data controls.
  • The position will involve promotion, outreach, and advocacy of GIS to the Municipalities within the County. Cooperation within surrounding Counties is also necessary.
  • Ability to plan and organize projects and carry out multiple assignments simultaneously with minimal supervision.
  • Produce professional physical and digital maps when requested.
  • Coordinate sales of data and track transactions.
  • Be available for on-call emergencies.
  • Collect field data when necessary.
  • Other duties and responsibilities as assigned.
Physical Requirements:          
  • Must be able to perform the duties and responsibilities of the position in a normal office environment.
  • May be required to reach with hands and arms; sit; stand; stoop; kneel, or crouch; talk and hear; use hands to handle or feel.
  • May occasionally work in an outdoor environment with possible exposure to weather-related heat and cold, rain, wind, and related elements.
  • May occasionally be required to lift/move up to 50 pounds.

Special Requirements:
  • Must understand and have experience with handling of Confidential Data, disclosure of which is protected by law.
  • Must have a valid/not expired driver’s license and must be insurable.
  • Must pass the County’s pre-employment testing requirements:
    • Background check results: needs to indicate no record of criminal convictions
    • Drug screen results: need to indicate a negative result
  • Must be willing to travel as needed.  Will be required to attend training sessions, some of which may require overnight travel, to develop and maintain occupational proficiency.
  • Must comply with all Susquehanna County’s Employment Policies.
