RATE:                           $20.77 per hour
STATUS:                       Full-Time, Non-Union, Supervisory Position

GENERAL:

This is a second level supervisory correctional work directing, through subordinate Correctional Sergeants, the activities of a large correctional force engaged in overseeing the custody of inmates in a correctional institution with responsibility for the maintenance of security and order. Contact with inmates, prison staff, medical, education and social service professionals in the institution is a significant aspect of the work in ensuring a safe and secure facility in accordance with Prison rules and regulations and court during an assigned shift, holiday and/or weekend duty coverage. Work involves regular exposure to unpredictable conditions, which can arise in correctional institutions. Work is performed under the general supervision of a Warden and Deputy Warden.

Will be responsible for the development and implementation of correctional officers’ training program. Programs developed will be for new staff and additional training and recertification of seasoned staff. Instructs new correctional officers during on-the-job training on the proper work methods and procedures to be followed in varying circumstances; ensures all subordinate staff maintain certification according to training standards. Training program implementation will be based upon approval of the program by the Prison Board and the Warden. The Training/Operations Lieutenant will be tasked with ensuring all staff are trained annually with all requirements of PA Title 37 Chapter 95 and any other training directed by the Warden or Deputy Warden.

Minimum Requirements:
  • Minimum 4 years’ experience as a Correctional Officer
  • Preferable experience as a Corrections Sergeant, supervisor, lead worker, shift commander, or equivalent supervisory position held in the Corrections field.
  • Education equivalent to completion of standard high school course.
  • Preferable some completion of college level courses or specialized training course in prison management and operations.
  • Equivalent combination of experience and training courses which provides the required skills and abilities.
  • Possession and retention of a driver’s license issued by the Commonwealth of Pennsylvania. 
  • Successfully complete a background CLEAN check.

Knowledge, Skill and Abilities:
  • Knowledge of Laws, rules and regulations relating to the operations of a County Corrections Facility.
  • Knowledge of security, health and safety affecting prisoners and sympathetic understanding of jail inmates. 
  • Ability to plan and supervise the work of others, physical strength and agility and ability to meet such specific physical requirements as may be established by competent authority; dependability.
  • Process residents in and out of the Facility which includes, but is not limited to, gathering information, completing search of Inmate and property for contraband and escorting residents to various housing units.
  • Observe and report changes in personality and demeanor of residents.
  • Responsible for the orderly movements of residents inside and outside the Facility.
  • Take on-the-spot disciplinary measures as required to maintain order and protect residents form harming themselves or others. 
  • Prepare and submit misconduct reports involving incidents of a major nature to the Chairman of the Disciplinary Board for necessary action.
  • Monitor and maintain order during organized programs and activities, such as classes, entertainment and recreational activities.
  • Other assignments as directed by the Warden or his/her designees including but not limited to:
    • Basic knowledge of the purpose and methods used in maintaining order and discipline in a Correctional Facility.
    • Knowledge and understanding of individual and group behavior and attitudes of man and women under restraint.
    • Knowledge of methods used in search and inspection to include the reasons for these practices.

Duties and Responsibilities:
  • Will function as the primary trainer for all 3 shifts, scheduling hours as necessary.
  • The Training/Operations Lieutenant will be directly in charge of any staff member assigned as assistant trainers; those individuals will work on shift and will be available to assist with training as needed.
  • The Training/Operations Lieutenant will perform some or all duties of the Facility in the absence of the Warden/Deputy Warden, as directed.
  • Plan and develop a training program to certify all Correctional Officers, with the future intention to have full DOC certifications for training within the facility, cutting costs or travel for new Officers.
  • Supervise Correction Sergeants/Shift Commanders
  • Assign posts and additional duties
  • Maintain constant communication with the Warden and Prison Board regarding staffing and training

Required Certifications:
The Training/Operations Lieutenant may be required to obtain instructor certifications in the following areas and maintain a general course instructor certification
  • CPR First Aid
  • Less Lethal munitions
  • Firearms
  • Suicide Prevention                                                     
  • Cell Extractions
  • Hand Cuffing Techniques
  • Restraints (other)
  • Force continuum
  • Defensive Tactics
  • Report Writing
  • Operations Drills and evacuations
  • Others training certifications that may be directed by the Warden or Deputy Warden  

Physical Requirements:
  • Must possess the ability to respond to an emergency in a timely fashion.  To include;
  • Sprint from one end of the jail to the other.
  • Walk/run up and down stairs unassisted by rail or other Officers.
  • Lift Inmate totes ranging from 50 lbs. to 75 lbs.
  • Ability to lift an Inmate (of average size) onto a gurney with the assistance of two other Officers.
  • Ability to perform duties during emergency situations in full tactical gear, including but not limited to gas masks and/or self-contained breathing apparatus (SCBA) gear.
  • The ability to move, bend, and twist freely without restriction.
  • Complete a Defensive Tactics Course, Munitions Course, and display your ability to resist attack.

Special Requirements:
  • Must obtain and maintain instructor certification by the PA DOC
  • Must obtain and maintain instructor certification for all mandated training by Title 37
  • Must be willing and able to travel to training classes out of the area, overnight travel will be part of the requirement.
  • Must be willing to work all shifts to conduct on shift training as needed.
  • Must be willing to sign a 2-year commitment letter, in which if the person voluntarily resigns the position, they will have to pay back the county for the cost of training instructor classes/certifications received.
  • Must be willing to be on call during off duty hours as directed by the Warden/Deputy Warden.
